The FACE RAS: A Scientific Approach to Individual Budgets

We are working with a growing group of authorities (20 at present) developing an approach that provides an accurate, validated method of resource allocation whilst permitting local flexibility in approach to implementation. Results to date have been very encouraging with authorities reporting a high level of accuracy in the RAS's they have received. The FACE RAS programme has now been opened up to authorities who have not previously engaged with FACE tools, thus enabling this work to form the basis of an inclusive national approach.
One of the assumptions underlying early national work was that there was little discernible relationship between needs and costs in the way resources were allocated by the typical local authority. In contrast, Phase 1 of our programme has consistently delivered 'scoring systems' which produce a correlation of over 0.9 between predicted and actual costs.
The focus of the programme has now shifted to the production of a fully integrated resource allocation system that can dynamically relate needs to costs for the purposes of both allocating budgets to individuals and broader financial management and projection. Additionally, the methods used in Phase 1 are being refined to further increase accuracy and robustness.
